11. I think you will agree with me after reading the papers regarding measures to be taken for suppressing the Triad Society. It could certainly be done by making its members register as done in Singapore with Secret Societies. The avowed object of the Triads being the subversion of the reigning Dynasty in China, it would be a most unfriendly act to recognise it in any way.
The existing law, Ordinance 12 of 1845 amended by Ordinance 2 of 1845, is altogether insufficient to meet the case, and the persons whose names have been given in by the Police have been banished under the provisions of Sect 8 of Ordinance 8 of 1882. It has been stated over and over again that this Colony is, in consequence of the comparative leniency of its laws, a refuge for all the bad characters from the neighbouring province.
